Eastern Iowa Community Colleges uses a transparent, structured compensation system designed to ensure equity, consistency, and market alignment. Each position is assigned a Job Value Grade based on factors such as responsibility, scope of work, experience requirements, supervisory level, and impact on college operations.
Each grade includes four pay quadrants (Q1–Q4). As employees gain relevant experience and demonstrate increasing competency, they progress through these quadrants.
Job Value Matrix
Job value grades represent the overall level of responsibility and complexity for each role. Grades typically group similar positions across the institution.
The Job Value Matrix (JVM) determines grades using criteria such as:
- Knowledge & Skills required
- Problem-Solving & Decision-Making responsibility
- Impact on Students, Operations, and Community
- Supervision (if applicable)
- Experience requirements
Each job is assigned a grade number. (Example: Grade 1, Grade 2 … through Grade 20.)

- Quadrant 1 – Developing Proficiency, up to 4 years of experience
- Quadrant 2 – Attaining Proficiency, 4 to 8 years of experience
- Quadrant 3 – Highly Knowledgeable, 8 to 12 years of experience
- Quadrant 4 – Seasoned With Extensive Knowledge, 12+ years of experience
- Quadrant 1 – Developing Institutional Knowledge & Role Tenure, up to 5 years of experience
- Quadrant 2 – Significant Institutional Knowledge & Role Tenure, 5 - 10 years of experience
- Quadrant 3 – Advanced Institutional Knowledge & Role Tenure, 10 - 15 years of experience
- Quadrant 4 – Seasoned with Extensive Knowledge, 15+ years of experience

Requesting a Position Evaluation or Grade Placement Review
Position evaluations are a structured process used to assess the duties, responsibilities, qualifications, and compensation of a role. This process ensures that compensation is equitable internally and competitive externally, and that job descriptions accurately reflect organizational needs. Evaluations may be initiated for new positions, significant changes to existing roles, regulatory updates, or periodic reviews.
This procedure applies to all managers, Senior Leadership Team members, Human Resources staff, and Business Office personnel involved in the creation, modification, or review of position descriptions at Eastern Iowa Community Colleges (EICC). It covers:
- New position evaluations for recruitment and compensation planning
- Evaluations due to significant changes in job duties or structure
- Periodic reviews for internal equity and external competitiveness
- Evaluations prompted by regulatory or programmatic changes
- Approver Group – A designated user role in PeopleAdmin (e.g., Hiring Manager, Vice Chancellor, HR) responsible for reviewing and approving position-related actions.
- EICC – Eastern Iowa Community Colleges.
- Justification of Need – A justification of need provides a rationale for why a position should be created, filled, or reclassified, based on operational, programmatic, or strategic requirements.
- Pay Grade – A pay grade is a level within a structured compensation system that defines the minimum and maximum salary range for a position based on its responsibilities and qualifications.
- PeopleAdmin – EICC’s applicant tracking system.
- Position Evaluation – A position evaluation is the formal review of a job’s duties, scope, and qualifications to determine appropriate compensation and classification.
- Position Description – A formal document outlining the duties, responsibilities, qualifications, and reporting structure of a job.
- Reason for Modification – The reason for modification explains why changes are being proposed to a position, such as shifts in responsibilities, structure, or staffing needs.
- Workflow – A structured sequence of approval steps that a position or posting must pass through before final approval or posting.
The workflow is structured as a step-by-step approval process, with each row representing a role or stage, and each column representing a step in the process. Green cells indicate where action or approval is required.
Key Stages in the Workflow
- Draft – The process begins with the creation of the position description, request to modify a position description, or request to post a position. Positions or postings may be initiated by hiring managers & human resources.
- Hiring Manager – Submits or reviews the draft.
- College President Approval (Optional) – May review and approve or reject if applicable. Use this level of approval in cases of dual reporting or oversight.
- Vice Chancellor – The Vice Chancellor over the unit provides the first executive-level review and approves or rejects.
- Budget Approval (CFO) – Ensures funding is available and approves or rejects.
- Chancellor – Provides final executive-level approval or rejects.
- Human Resources – Finalizes the position or posting by approving or rejecting.
- Position Approved/Posted – Marks the successful completion of the workflow.
- Canceled – Indicates the process was terminated at some point in the workflow.
